Good Tidings! I hope all is well.
I do wish that I could have been able to host an official envoy to the great and ever-growing town of Chester-le-ford; the town truly stands as a model for future vassals and settlements to follow and will never cease to remind me of the sterling luck I had in welcoming you to Wysteria. Comparatively small as you might describe it (especially compared to the ambitious but meticulous plans you have proposed here), the town already has a big heart and a big impact: many times I have gained great use out of its fine stables and prosperous diorite mines.
It is indeed long past due time that I welcomed you, Liserett, into the noble rank of Count of Chester-le-Ford. From the first day of your family's time in Wysteria, you and your mother have contributed greatly to the development and success of this new realm: first taking on the mammoth task of building the nether lines, then pouring in constant effort in the growth of our land's second-largest and always important town. I am greatly pleased to say that I am ready to pronounce you Count at your convenience.
On that note, would you prefer and ceremony? Scheduling is tight1, but I would of course be more than happy to lead Gallen's chief dignitaries and imperial visitors to Chester-le-Ford for an ascensional ceremony. On the other hand, if you would prefer to "take the reins" without any pomp, that works just fine too.
