What follows is a document written by Eorl Mark Stefan and sent to the thanes, knights, monks, and notable peasants of Östlaed.
Order of Reorganization of the Order of Sanct Creopbaina and the Eorldom
As of AI 502, changes will be made to the structure of the government. I have authority in this matter under the Council of the Crowned, as the sole ruler of this realm, owner of all lands, liege to your Thanes and Knights, and as your spiritual leader as Grand Master of the Order of Sanct Creopbaina.
Currently, the Order of Sanct Creopbaina runs the Östfleot and the Thane's Council runs the Östronweard. As of AI 502, both will come under unified command via a council composed of Knights, Thanes, and a person of special talent within the merchant class. At the head of this council will be myself. The Thane's Council traditionally commanded the armed forces, but only on an intermittent basis and was never in charge of an entire realm. The Order commanding the Östsleot was but a temporary situation from the creation of the realm.
The Thane's Council will from now on meet in the Östur instead of the monastery at Mt. Empire. Despite most Östron Thanes still living in other realms, the great growth seen in Östlaed warrants the relocation of this Council.
The Thane's Council meetings following said move will now have myself, Eorl Mark Stefan, as its head and tie-breaker.
The Thane's Council will now no longer have sole control over matters of military - instead, that function will be controlled by the Council of the Eorl, as mentioned previously.
The observation of all religious holidays is now mandatory. No longer may people not directly related to festival/holiday activities engage in business, unless outside of the realm on travel.
Immigration of other groups into the realm is prohibited outside of Acholm proper. Foreign citizens may no longer own land, but must pay rent to an Östron landlord. However, import taxes will be significantly reduced in order to encourage trade. This will be re-evaluated in the future, as it is meant to be a temporary ban.
Taxes will be reorganized. Half of the taxes currently paid will instead be paid directly to myself as fielty payment. The other half will remain due to the Thanes. In return to the Thanes, all military, religious, and infrastructure projects will be paid for by House Stefan. Because of the increased efficiency achieved by this move, taxes overall will be reduced by 5%. Taxes may be increased pending discussions of an expanded education system provided by the Sanctums of the Order.
On a less important note, several national identifiers and items of pride will be established:
* National Tree: The Spruce-Oak
* National Animal: The Mooshroom
* National Drink: Östron Single Dark Beer
* National Flower: Blue Orchid
* National Dish: Mushroom Stew, Steak, and Roggenbrot
* National Colors: Black, silver, green
