No, it's a good point and well taken. The greater point this discussion has raised - namely, where do we separate civil law and the constitution - is certainly going to need to be addressed. I threw in a real-world example to sate why I think this should be a constitutional point: we would be adding two short bits saying who can speak where, which I still think is in the kind of category that makes it worthy of the constitution myself.

I'm never one to dismiss others' views Sir! No need to give up the point, as I'm genuinely interested in your take on the matter - why would we be belittling the constitution by using it to define how diplomacy in conducted in the Empire?

In light of recent discussion, I will hold off adding this language to the Carta - though these laws are now legally binding. I will begin the reorganization of the parliament.
