This bill has come before the Council lawfully and according to legal precedent through the support of a civil majority (50% + 1) of the House of Dukes and is sent to the Council for discussion and voting.

Since the regent abdicated when he left originally, he requires unanimous approval from the three active kings (Freyr, Arjen and myself) before his vote counts again, meaning this bill has passed
