As a provision to the Carta of Rights and Freedoms:

No individual shall be charged with criminal or civil offences that were not listed in the Mercurian Criminal or Civil Codes at the time at which the crime(s) were committed

Great stuff. Is this a law on its own? Or even, and constitutional right? I'm guessing to avoid slowing down the Indoles carta's passage, we'll keep it as the former right?

Yep, this should most likely go in the 'legal rights' section of the Indoles Carta of Rights, Freedoms, and Duties; it's next up for re ratification.
