If all nation anticipated wolves, every army would have one player (think class) that specialises in wolves. The first phase of any battle would involve the wolf waves? After that, move later phases.
It's a philosophical (and meta design) discussion. Do we want to legalise only one orr two classes? Or will a few other classes make things more interesting, like an overwatch class system or something.
Btw, I realized the introduction of that form of warfare removed the surprise, and aimed to lessen dependence on it for future wars. But predicting and preparing for support classes seems like a good way to manage war.
I am guessing you'd be terrified of the other proposals we've been talking about.
One of them is to ban diamond armor/weapons/potions in battle, because with recent (1.9) changes, it takes ages to kill one person even if that person is outnumbered 6+ to 1. You literally have to wear through their unbreaking III protection IV chestplate to kill them. We've been testing combat using various items to find a balance between fun, practicality, and time it takes to have a battle.
Also, I seriously doubt any battle will have phases when you can just spam hundreds of wolves and insta-blap anyone on the battlefield. Some people recently found wolves, so if they aren't banned, we can expect literally thousands in the next real war.
