Process for Regeneration

In order to reset the end, unlooted End City dungeons must be at a reasonably scarce level as decided by the council with a majority vote of 60% of the High Council, or 50% with a Low Council Bill passed. The End shall be reset at the point at which the exterior islands beyond the main island begin.
