As far as i know there is a loreified waterway that connects the two seas. There is even a nice little map to show this. I don't see any problems with the connection.

Both of the counties have full applications in the proper Ministry sub-forum and were both approved.

The full application did not seem to get posted in the house of dukes, but it was posted in its entirety in the Council of the Crowned voting section and a link was posted to the full application in the OP.

So this is mostly my fault. Having been assured by Sam that the route would be legal and lore-compatible, I drew the lore route in a way that, while the vast vast majority of it did run over rivers, the occasional bit ran across a spit of land to connect up with another river. I felt as though this satisfied the lore requirement as it would seem not unreasonable that very short canals could connect the rivers through these tiny spits of land and not appear on our lore maps. I had Sam and Ignis (Sam's deputy) check out teh image before it was posted, but if there is any accusation of false information here the blame lies with me. I will immediately look into redoing this map, following existing rivers to a tee (if you have already charted the proper lore route, it goes without saying that an illustration of that would be much appreciated).

Chairman is perfectly right in bringing this to our attention; I commend you good sir. Thank you for ensuring that we all remain true to the spirit and wording of our own laws.

Here's my map which includes the route I found, confirming that there definitely is one that links the two bodies of water. In light of the updates that have been made on the part of the applicants, I will change my vote to a YES and retract my requests.
