As an amendment to the International Rules Of War Act:

Aggressive War
Wars declared against another group are legal when a declaration of war is made openly and publicly in the Judicial Court of the Imperial Parliament prior to the commencement of hostilities. If war is legally declared, the aggressor cannot suffer legal punishment for inciting war.
Following a legal Declaration of War, active combat - where enemy forces may engage in combat and target military properties - will begin only when
a) Both the declaring parties and the parties being declared upon post a formal announcement of readiness in the Judicial Court, confirming the desire of all sides to engage in active combat immediately, or when
b) A period of twenty-four (24) hours elapses from the declaration of war.
Any combat engaged in or destructive actions taken before active combat has commenced may be recognised as War Crimes or otherwise criminal acts and persecuted appropriately as provided for in this Act or the International Criminal Code, respectively.
