Fellow landlubbers, we have an exciting new development in the south-east of the Empire, a bay has been rumoured to have existed for a long time harbouring the nastiest, pirateyest, rum-drinking-est scurvy sea dogs this side of the Imperial Sea!

Deep within the seemingly endless jungles of Casadia (Seemingly, not actually, that would be a nightmare), there lies a specific bay wherein a group of entrepreneurial individuals (who happen to possess big boats and bloodthirsty professional pillagers and rapists), over time constructed a meaningful place to have some quality shoretime, whoretime and general being-a-wholesome-cur time.
Amidst the jungle backdrop, there lies atop a cliff (not unlike a crow's nest on a mast, see the symbolism? eh ? eh? ) an abandoned Casadian fort, fallen into disrepair. Where once was thick overgrown foliage and vegetations, there is now still thick overgrown foliage and vegetation but with more illicit goods plantations (can't have that out in the open now can we?), whorehouses, boat shops, piers, jettys, and other synonyms, as well as secret caves full of booty (the precious metal and jewel kinds you dirty bugger).

But there is always more to do! As piracy swells during this time of plague and disarray, the pirates can only become stronger and prosper within their booty filled whorehouses, and treasure caves (see, both kinds this time!).

Come join if ye be a salty enough sea dog (Sam has the salt covered) or just want some good old fashioned pirate fun, plus soon to be parrots!

Previous Occupiers:

- Casadian Military Garrison, stationed in a fort.
- Natives (Could be some still here left to their own devices in the jungle?)

There are dwarves that live in the jungle nearby at the Qalin Sanctuary, but they tend to be very wary of outsiders.

Probably not. They are not particularly fond or trusting of outsiders. The people of the settlement are probably aware of them, but contact and interaction would be minimal.

Brief overview of Piracy in the Imperial and South Eastern seas.

In the aftermath of a bloody and climactic civil war which devastated the eastern half of the Empire both militarily and economically, several facts were made apparent:

- Plague was spreading around the Imperial Sea and to most Realms bordering it where the majority of combatants were located from.

- Significant key forces were sundered and their war assets destroyed, the same forces whose peace-time duties involved keeping civilians safe from bandits, pirates or monsters.

- A significant rise of unhappiness since the start of the war, turning many would-be peaceable citizens to actions they would otherwise have never considered, banditry, looting, raiding other settlements.

All of these factors combined have created a marked increase in hostile acts of aggression normally confined and kept at bay and suppressed by the militias and Realm's own forces in times of peace and prosperity. The lost war assets included soliders, weaponry, horses, but the worst loss of all:
Ships.
The vast tracts of endless seas surrounding the Imperial Isle and beyond have seen more boldness and more attacks on coastal settlements than usual, with loyalist nations floundering to keep everything as safe as it was pre-war.

Vulcite Remnants

Vulcite Elves have been hunted to near extinction in recent years by the ruthless policy of cleansing from a previous Laghiman governement leader, and as such only scattered remnants are left. They have had their entire culture wiped out and their homelands destroyed, preventing any rebuilding effort.

Some meagre pockets have resettled elsewhere in more accomodating realms according to rumours, but the clearest and most brazen example of surviving Vulcites has been sighted on pirate vessels raiding the Imperial Sea. Their people have had to adapt to survive, turning their back on a proud and historied culture and embracing their new fate as crew members on bandit or pirate ships, and in extreme rare cases, captaining their own vessels.

The Vulcite Elves have earned a reputation as being as vicious and as ruthless as any bloodthirsty Orcs or hardened mercenaries on the high seas. Having lost their civilisation to destruction and genocide most have a penchant for revenge, or mistrust of any other races offering to harbout their people, and so have turned to one of their only options to survive: Piracy.

There is speak amongst tavern folk and ports across the Imperial Sea, rumours, that somewhere within the endless coastal jungles of Casadia there lies one of a number of pirate hideouts and with it, perhaps one of the largest concentrations of Vulcites left in Hermertia.

The Caekkaians

The people of Caekka county, while small in number and relatively isolated despite their position in the Imperial Sea, have been involved noticably within the recent uptick in number of pirate incursions and sightings. While their leadership has been either totally silent or is absent entirely and cannot control the situation to stem continued pirate operations within the Imperial Sea, is a mystery.

The involvement of people from Realms in the affected areas has been understandable, given the strife and conflict's affect has had on the Empire at large and in particular, the Imperial Sea and South Imperial Sea. Now almost decades in the past, the lingering effects and rebuilding effort has been strenuous and communities are still feeling the plague's ravages, loss of personnel and materials.

Captured pirates have identified as Caekkian, who have turned to piracy reportedly for the following reasons: absence of a strong liege-lord, suffering from the fallout from the war and have no other way to live, or straight up taking advantage of the current climate.
