The Östlaed Investigation Commission Report 544 AI

Preface
We present the narrative of this report and the recommendations that flow from it to the Ilkhan of Greater Karastan-Laghima, the Laghiman Parliament, as well as the Laghiman and Imperial People for their consideration.
We have understood the legal responsibility of assembling the most unbiased and informative report that will assist the Laghiman government in determining a new and proper stance on the growing situation in the realm of Östlaed.
In pursuit of our mandate, we have reviewed many Östron policies and laws, interviewed many members of the Imperial community, and interpreted other reports from Laghiman intelligence in order to achieve the best possible results in our conclusion.
Despite the trouble in assembling this report and those lost in the process, we present this report to the Laghiman Parliament for immediate consideration, and equally swift action.
Östlaed Laws & Policies
Östlaed's Dömböc of 542 AI incorporated a troubling revision, Dom X | Östron Mythology. In Dom X, worship of figures in Östron Mythology is limited to private, in home practice. Public shrines and temples are entirely banned, and a military order known as the Halig Frecan is entitled to enforce this. One of the most obvious and troubling enforcements of this Dom was with the execution of the Thane of Wiccaweald and the seizing of his domain. Not only did the enforcement see the shrines destroyed, but the line of the Thane were also scheduled to be purged. This Dom has led to the destruction of secular practices and the execution of dissenting, lower government officials.
Östlaed's Halig Sccipun III of 543 AI has established a fearsome naval policy, giving an ultimatum to nations to either allow passage to Östron trade vessels or otherwise face the wrath of the Östron navy without warning. Besides being a trigger for international war and naval disputes, this order is an actual threat to international safety.
Östlaed's Halig Sccipun IV of 543 AI has established a ban on all Gathered individuals from accessing Östron ports, trade facilities, and markets. Eerily reminiscent of Darius II's Travel Bans to the GRHH during his rule of terror, this order also threatens an automatic blockade of Gathered waters, preventing vital trade across the Imperial Sea.
While there may be more troubling Östron policies and laws, cut backs to our allocated time have forced us to point out these hopelessly destructive ones in order to draw attention to the oppressive situation developing in Östlaed.
Östlaed & International Interaction
Mark Accynnafon I was a true champion of Imperial politics and community interactions, however, the same can not be said about his son.
In 543 AI, the Östron blockade against the Valyrian nation Dawnstar resulted in the destruction of a Dawnstar vessel.
In 542 AI, growing Imperial Dissent was recognized and many Östron citizen's were calling for the securing of the nation's waters and territories before the realm is exploited by imperial weaknesses.
Across the 540s, many nations signed Treaties of Understanding that would essentially safe guard Östron interests in those realms and may even monopolize trade. Many Imperial figures have proclaimed these treaties are futile defense pacts attempting to fix Mark II's insecurity about an invasion from the Imperial Coalition.
Evaluation of The Östron Threats
Laghiman Guard member Henrik Furfulk has joined the Commission in order to share his evaluation of the threats being made by the realm of Östlead.
The Östron Navy remains one of the most feared fleets in the entire Empire. If one was at war with Östlaed and also had rich settlements on the coast, it would be evident that a naval invasion or raid would be plausible, real threats. Östron soldiers and sailors are hardy individuals who will defend their realm at all costs. Death is an option so long as it is not in vain for these individuals. Attempting to challenge the Östron Navy would be suicide for most Imperial realms. Within days, no, hours the Östron forces would cripple the other vessels with not only superior tactics, but more firepower as well. Look to the destruction of the Dawnstar vessel during the course of the Östron blockade of Dawnstar. These sailors won't hesitate to execute their Earldorman's orders.
Henrik's personal suggestion is that all realms who may see Östlaed as a minor threat take a reality check. Never before has the Empire seen such an organized military and naval build up. The Östrons posses a significant ability to cripple their enemies for the next era.
Conclusion and Recommendations
It should be stated here that certain events (such as the disappearance of our top investigators) have hindered this report's quality. The sudden announcement from Parliament to rush our report as well also did not contribute to quality either. Though, excuses aside, we have compiled the best information possible in order to draw recommendations to Parliament and ultimately the Ilkhan himself.
Onto our recommendations. Our nation should immediately cease all ties, whether it be economic, political, or military, with the realm of Östlaed as soon as possible. Parliament should immediately create and pass legislation prohibiting the interaction with Östlaed's government for anything other than diplomacy for a period of five (5) years, and effectively close down the Vahnic Exploration Company Outpost within Östlaed for an indefinite amount of time. The Ilkhan should look toward the realms of Ardol, Casadia, the GRHH, Isilioth, Perth, and Kaine for new trade relations in the absence of Östron deals and resources. As a final recommendation, we also suggest that a national income tax is established in order to fund Laghima domestically so that we are not reliant on realms as much in the future. This tax would fund the farms, the schools, the military, and the settlements across the nation.
We hope Parliament and the Ilkhan find a new and safer stance on Östlaed soon.
