Preamble

We the revolutionaries of the realm, in order to form a more prefect nation, establish justice, ensure domestic security, provide for the common defense, the general welfare, and secure the safe growth of our people, do ordain and establish this Constitution for the Ilkhanate of Laghima.

Article 1

Section 1

Legislative powers shall be vested inside of a Parliament of Laghima, which shall consist of two houses, one upper and lower respectively: The Laghiman Democratic Body, and the Laghiman Royal Body.

Section 2

1. The Laghiman Democratic Body shall consist of 44 elected representatives from 44 administrative divisions across Laghima. Each representative (alternatively called Legislator) shall be elected every two years. This number shall change based on the expansion of the realm and new divisions may be created in cooperation by the Ilkhan and the Parliament of the realm.

2. No person shall be a legislator who shall not have attained to the age of twenty five (25) and been five (5) years a citizen of Laghima.

3. When vacancies happen in the Laghiman Democratic Body, an emergency election for an interim legislator shall be held, whereas upon election, said interim legislator shall carry out his or her duties until the end of his or her predecessor's term.

4. The Laghiman Democratic Body shall choose their Speaker by popular vote.

4a. A Speaker within the lower house is primarily responsible for announcing passed legislation, proposed legislation, and generally representing the house by speaking for it.

5. Impeachment may only be started in the Laghiman Democratic Body. Charges shall be laid out in a timely and effective manner, and two thirds of the house shall approve of these charges before the Laghiman Royal House must conduct a Trial of Impeachment.

Section 3

1. The Laghiman Royal Body shall be composed of two legislators from each Beylik, appointed by the Bey thereof, or the Bey them self thereof.

2. No person shall be a legislator who shall not have attained to the age of twenty five (25) and been six (6) years a citizen of Laghima.

3. The Laghiman Royal Body shall, upon two thirds vote, confirm an executive appointment.

4. Once the Laghiman Democratic Body approves of the charges for an Impeachment, the Royal Body shall try the accused. A two thirds majority is required to convict.

Section 4

1. All bills pertaining to economic development of the realm shall originate in the Laghiman Democratic Body; but the Laghiman Royal Body may propose or concur with Amendments as on other Bills.

2. Every bill which shall have passed the Laghiman Democratic Body and the Laghiman Royal Body shall, before it become a law, be presented to the Ilkhan of the Ilkhanate of Laghima; if he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originate, who shall proceed to reconsider the current wording. If such reconsideration two thirds of that house shall agree to pass the Bill, it shall be sent to the other house, which it shall likewise be reconsidered, and if approved by two thirds of that house, it shall become law.

Section 5

The Laghiman Parliament shall have the power to:

1. Lay and collect taxes, duties, to pay the debts and provided for the common defense and general welfare of the state.

2. establish post offices, post roads, trading posts and trade routes

3. override a Declaration of War with a two thirds vote from both houses.

4. regulation of all branches of the Laghiman Guard.

5. make all Laws which shall be necessary and proper for carrying into execution the foregoing Powers, and all other Powers vested by this Constitution in the government of Laghima, or in any Department or Officer thereof.

Section 6

Any and all laws must be passed in accordance with the Imperial Constitution and Imperial Laws.

Article II

Section 1

1. The highest executive power of the nation shall be vested in an Ilkhan of the Ilkhante of Laghima. He or she shall hold the title for life. Upon death or successful impeachment, a nationwide election must be held to determine their successor. Elections will take part in each of the 44 districts of the realm, and the winner of the popular vote shall thus be granted one legislator vote from the appropriate district. The candidate with 50% + 1 votes of the number of districts shall be named Ilkhan. In the result of a tie for whatever reason, it is up to the Laghiman Democratic Body to be the tie breaker.

2. The second highest executive power of the nation shall be vested within the Bey of a Beylik. The title of Bey is the Karsi equivalent of an Imperial Count. The position is hereditary, so once granted, the Beylik will be ruled by the original holder's descendants. Beys are as equally subject to Impeachment.

Section 2

1. The Ilkhan shall be the Supreme Commander of the Laghiman Guard.

2. The Ilkhan shall have the power to regulate foreign commerce, declare war, make treaties, engage in the Imperial Ducal Vote, and preform any other action required to represent the realm internationally, so long as it does not violate this document.

3. The Ilkhan shall have the power to nominate Judges of the Supreme Court.

Section 3

The Ilkhan and any Bey shall be removed from office on Impeachment for, and conviction of, treason, and other high crimes and misdemeanors.

Article III

Section 1

The judicial power of the realm shall be vested in one supreme court, and in such inferior courts as the Laghiman Parliament may from time to time ordain and establish. The Judges, both of the supreme and inferior courts, shall hold their offices for life during good behavior.

Section 2

1. The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the Beylik where the said Crimes shall have been committed; but when not committed within any Beylik, the Trial shall be at such Place or Places as the Laghiman Parliament may by Law have directed. Alternatively, upon request from the Ilkhan, the Trial shall be held in another realm so long as they approve.

2. In all Cases affecting government officials and those in which a Beylik shall be Party, the supreme Court shall have original Jurisdiction.

Section 3

Treason against the realm shall consist of adhering to Enemies of the state, and giving them aid and comfort.

Article IV

Section 1

New Beyliks may be admitted to the realm by the Ilkhan upon approval from the Council of the Crowned in accordance with Imperial Law.

Article V

Section 1

The Parliament, whenever two thirds of both houses shall deem it necessary, shall propose changes, whether it be additions or deductions, to this constitution.
