The Laghiman Convention gathered in an emergency meeting called by the Grand Duke Darius II. Together, they drafted a set of laws titled the "The Aphra Acts of 522 A.I.", named after a Human politician who suggested many of the laws. The Grand Duke insists the laws are designed "to keep the Vulcite population as safe as possible, while not jeopardizing the rest of the state's population".

ESTABLISHMENT OF THE LAGHIMAN ELITE GUARD ACT

So long as there is an immediate threat to Laghima and her citizens, whether that threat is revealed to the public or not, select individuals from the Laghiman Guard shall be involuntary separated and be inducted into an elite and prestigious sect of the Guard known as "The Laghiman Elite Guard". Members of this sect are considered the finest soldiers in all of Laghima, and are expected to answer to the Grand Duke directly.

Rigorous testing and training for each inductee is required, including but not limited to:

-3 weeks of isolation in the Nether,
-War games conducted in the remote regions of Laghima: mountains, deserts, and desolate plains,
-Mental and physical evaluations on a regular basis,
-Elytra training,
-Superior horseback riding skills,
-and advanced wilderness survival skills.

The official motto of this guard shall be established in the new official state language, Karsiti:

Zhün a Nazat.
(Order and Humanity).

MERCURIAN COLONIZATION OF VULCA ACT

So long as Vulcite's remain the majority population in Vulca, all Mercurians that are human or dwarvish may apply to Laghiman authorities to be resettled in Vulca as a colonist. While Humans are most favorable, dwarves and other races (excluding elves for security reasons), are also permitted, but may not see immediate or even favorable responses.

Once designated as a "Vulca Colonist", Mercurians are entitled to their own land, encouraged to invite friends and families, and especially encouraged to start their own families so long as they are of the same species. There presence and safety is monitored by the Laghiman Elite Guard, where two guards are stationed in the home or on the property of each colonist.

SUSPENSION OF FULL LEGISLATIVE PRIVILEGES ACT

As of 516 A.I., Vulcites changed the Laghiman Convention by gaining representation with the Vulcite Assembly body. So long as the Grand Duke sees fit, all Vulcite politicians apart of the Vulcite Assembly shall be monitored by a Laghiman Elite Guard at all times. Aside from being monitored by the military, all Vulcite politicians within the Vulcite Assembly are subject to regular reviews and searches from a newly established body, the "Vulcite Watch Commission".

If the commission finds anything of concern, they shall have the ability to suspend a politician's right to participate in the Vulcite Assembly until the Grand Duke himself reviews the individual in question and deems them eligible to return to duty. If not qualified to return, the Vulcite politician that was suspended shall be replaced by a Mercurian Human politician, either from suggestion from the Mercurian Convention and or appointment from the Grand Duke. If the total number of suspended politicians reaches more than twenty five (25) before one year has elapsed, the Vulcite Assembly shall be indefinitely suspended.

KARU UNIVERSITY EDUCATION REWORK ACT

All curriculum in the Karu University, Karu, shall be reviewed by the Vulcite Watch Commission on a yearly basis. Any material deemed dangerous to the state shall be taken out of the curriculum and be replaced with Imperial concepts and practices.

MINOR ACTS OF 522 A.I.

In a time of war, Laghima shall raise the official "Banner of War" instead of it's normal banner.

All taxes collected by the Duchy of Vulca are to be immediately sent to Arah, or wherever the capital of Laghima may be at the time.

Any Vulcites travelling heavily shall be reviewed extensively by the Vulcite Watch Commission.

Any and all Vulcite holiday celebrations must seek authorization before commencing. Failure to do so will result in all parties being arrested.

This act is clear evidence that the Duke of Laghima is working to undermine the long-standing sovereignty of the Vulcite elves. This is little more than an attempt to legitimize the conquest and subjugation of a sovereign people.

Laghima finds the Casadian interpretation of sovereignity interesting.

According to Imperial Law and tradition, in order for a new imperial, sovereign nation to be recognized, one must submit a petition to the Council of the Crowned. The Vulcites refused to do this. They hid for centuries from other Imperial nations and used the accidental discovery of Laghima to manipulate their rise to power. These acts provide security for Laghiman citizens, and they prevent terrorists from taking a significant hold in power.

Since it seems the Duke of Casadia is bent on interfering in Laghima's affairs, I ask where was the Casadian or Gathered delegations' offers of aid and acceptance when the Vulcites fled the Old world and were forced into hiding in the early mercannum of the New World? Surely the whispers of Ibaharian elves surviving would have reached your shores in some way, or did the governments of the most enlightened nations in the east dismiss these rumors as fiction to support their own agendas?

Casadia had a limited presence in the New World when the Vulcite people fled there. For nearly a hundred years after the Unraveling, Casadia maintained only a small protectorate in these new lands. Any rumors of elves were unlikely to make it to this small and isolated colony. Had Casadia possessed knowledge of the elves and the resources to assist them, we surely would have.

Yet your presence in the Old World, where the Vulcites departed from, was heavy. Surely the dominant Casadian fleets funded by a realm "richer than most kings" would have intercepted something, whether it be a message or a stray ship.

It seems you do not know your history. Casadia engaged in little diplomacy for much of its time in the empire prior to the Unraveling. We had very little knowledge of the many peoples of the empire beyond their immediate neighbors. It was arguably not until the time of Aurennis that Casadia began to engage in widespread diplomacy.

The lands within the Mercurian borders are vast. We haven't even chartered the entirety of its edges yet.

That some race was in relative isolation isn't a stretch of the imagination. knowing of a race of people and knowing of their whereabouts is entirely different.
