In order to have a bill that allows us to periodically reset the end, we should have language for it.

The proposed bill will only reset the islands beyond the main island, and as such the End Farm will not be removed each time this is reset.

Language:

- In order to reset the end, unlooted End City dungeons must be at a reasonably scarce level as decided by the council. The End shall be reset at the point at which the exterior islands beyond the main island begin.

The language of the bill should clarify how the High Council determines the End should be reset (e.g. majority vote). Looks good to me other than that!

Language:

- In order to reset the end, unlooted End City dungeons must be at a reasonably scarce level as decided by the council with a majority vote of 60% of the High Council, or 50% with a Low Council Bill passed. The End shall be reset at the point at which the exterior islands beyond the main island begin.
