I just noticed an issue with my earlier language. Basically, the bill failed to specify that these changes would not apply to Amendments, and I want to make sure language is clear in the final bill. Change is marked in red.

Proposed language:
Tide 00|08 Legislative Bill Voting Threshold Change

This bill will make amendments to multiple documents of the Imperial Codex, including the Indoles Carta, and will therefore be an amendment to the Indoles Carta. It requires 60% of support from the Council of the Crowned in addition to support of the House of Dukes.

A successfully passed bill from the House of Dukes will reduce the number of King votes needed by 1 (one) in situations where votes from 60% of the Council of the Crowned are needed, with the exception of amendments to the Indoles Carta.

A successfully passed bill from the House of Dukes is by definition a bill that has received a simple majority (≥50%) of active, voting members of the House of Dukes.
