Under our current voting system, a normal legislative bill requires 60% of the Kings, or 50% of the Kings and a passed House of Dukes bill to pass Parliament.

There are situations where the House of Dukes is rendered useless with this voting setup.

In the case of 3 or 5 "active" Kings, the threshold for passing a bill is the same with or without the House of Dukes - The same number of Kings are needed.

I talked with a few of the other Dukes today, and we came to an agreement that this loophole should be fixed.

Where appropriate, we'd like to rephrase the legislation to say that a successfully passed bill by the House of Dukes lowers the requirement of King votes needed by one.

This would actually make the Dukes less powerful with any number of active Kings of 12 and over, but I doubt that would happen ever - ebbs and flows kind of thing.

However, we wouldn't run into the issue we have with 3 or 5 Kings - where the house of Dukes is useless.

This would also give the Dukes some power to break stalemates in the Council. Sounds like a good idea.

Initially sceptical after reading first few lines. But after reading full thing this is a good idea.

We had this idea a while back, as one way of making the dukes more relevant, It's come to this change now?

Proposed language:

Tide 00|08 Legislative Bill Voting Threshold Change

This bill will make amendments to multiple documents of the Imperial Codex, including the Indoles Carta, and will therefore be an amendment to the Indoles Carta. It requires 60% of support from the Council of the Crowned in addition to support of the House of Dukes.

A successfully passed bill from the House of Dukes will reduce the number of King votes needed by 1 (one) in situations where votes from 60% of the Council of the Crowned are needed.

A successfully passed bill from the House of Dukes is by definition a bill that has received a simple majority (>50%) of active, voting members of the House of Dukes.

No that's just describing what support this bill would need. Changes to the Carta itself have to have more support - ducal bill doesn't decease the king support needed for passing amendments to the Carta.

I support this change/the new language entirely.
