After some discussion today as we enter the Shulker Box era, several of us feel that a regeneration of the End dimension every few months will be necessary to ensure equal access to shulker boxes by future generations of Hermertians. Here is some proposed language:

End Dimension Regeneration Act

A portion of the End Dimension may be regenerated using an appropriate plugin every 3 Mercannums (3 months). The area that may be regenerated includes the area outside of the area directly surrounding the End dimension spawning point.

What portion ? to be rotated every quarter of the map every 3 mercannum?

That's not how the plugin would work. Essentially, a square or circle is set using world edit or worldguard. Everything outside of that area would essentially be deleted or "trimmed."

Sounds cool. I'll have to look into it more, but I think I could support this as people still have to go out and find them.

I am completely in favour of this. I almost think that the time period could be every two months or a single month. The loot in the end is already being plundered heavily, but more discussion first before hammering a defined time down.

I really like this but I do see an issue that could arise, lets say we regenerate a portion very month/two months, if its the same area then I am sure there will be some players who will just note the locations of the boxes and go straight to them each time. If there was a way to regenerate a section with a different seed each time so that its different then it would remove that possible issue.

Any other input here? Is Johannsen's point a real fear? After all, Amidst shows you the end cities anyways.

It's so that newer players can go get the goodies in the end, I'd imagine that the older players would either go another route that was unmapped or uncharted and get far away dungeons, using the honour system, to allow newer players the chance.
