I think it would make war more interesting if both parties agree to a time and a place to engage in combat. Rather than declaring war, and all parties then open to a surprise attack while busy doing other activities, all parties can set the terms of battle, the time, the place and victory conditions. This could also open up the possibility of building damage within the area agreed upon.

While I'm for some kind of agreement made or built in time before war can start, I'm totally against needing to agree on every detail. We don't need to make war a children's game.

I think the concept of war on our server is quite lacking at the moment. I was recently a participant in a war with the honourable Gimpy of Kaine. He declared war, he came to wychwood and I let him kill me to get it over with. It would have been much more interesting if there were a 'killing ground' mutually agreed beforehand, with proper stakes for winning or losing. At the moment the victor doesn't even keep the losers inventory. There should be more consequences to declaring and subsequently losing a war, otherwise it just becomes a cheap of way of legitimising murder.

If I had to give up rights to some land, or surrender my inventory, I would have been more engaged in the combat and would have taken it more seriously

The "war" you participated in was hardly even able to be called that. Nothing really needs to change about wars in regards to what you are referring to. Gimpy gave your stuff back, he didn't technically have to. Also he didn't want anything except to kill you which was the only condition of the war. If you want to see an example of a real war with conditions, battlegrounds, and things at stake, refer to Khutu and Regents war. That is what wars are usually like.

Also I'm very against sterilizing war. Its a war not some little scuffle where neither side wants to get their boots dirty. If both parties agree to meet in a certain area, that's fine, they can do so, but if one or both of the parties don't want to, that's just the way it is and they shouldn't be forced to do so.

War Act Change Bill:

War Declaration Timeframes

1. After a declaration of war has been posted in the Judicial court, the war may begin either after one hour after confirmation that the party whom war is being declared on has received notice of the war, or 12 hours after the declaration has been posted.

2. The parties involved in a war can agree to begin the war before the aforementioned period.
