I definitely support people writing lore about the neighboring tribes, towns, what-have-you. It would help make our world feel more alive and "fill in" the pockets between the established realms.

It's certainly been done successfully before, think Laghima and the Vulcite elves, that was a textbook example of neighbouring areas and differing entities other than Council recognised Realms. I support and encourage this.
