Mercenaries in the GRHH

Legal Position

Both hiring a mercenary and working as one are legal and widespread within the GRHH, and its government has carefully crafted its laws to avoid potential military threats from within while preserving the usefulness and access to mercenaries upon which Gathered society relies. GRHH law puts limits on mercenary forces in the following manners:

1. An armed force owing fealty to, under the command of, or in the employ of any foreign political power may not enter the territory of the GRHH unless they are given the explicit permission of the Prime Minister, are permitted to do so by law or treaty, or are a reasonable number performing the role of guardian for a foreign dignitary. If they do, it is considered an act of war.

2. All mercenaries and mercenary groups within the GRHH must obey the laws and decrees of its government assuming good faith. If they do not, they are considered criminals.

3. All mercenaries and mercenary groups operating within or out of the GRHH must register with the Mercenary Guild and perform the appropriate tasks to maintain their membership status. If they do not, they are prohibited from working as mercenaries within or out of the GRHH and it is prohibited to hire them within the GRHH.

The government of the GRHH frequently employs mercenaries as guards or as soldiers for military campaigns.

Extralegal Restrictions and Customs

The GRHH Co., and thus the Chairman, hold powerful sway in the mercenary market. Not only does the company hire many mercenaries on a temporary basis for purposes of security and dispute resolution, but it also permanently employs its own private army to assure protection of its assets without concerns for disloyalty. For temporary contracts, the company helps insure trust and efficacy by maintaining two important lists: the preferred list and the infamous blacklist. The preferred list is self-explanatory; it is the list of first-choices of mercenary organizations for the GRHH Co. and its subsidiaries. Those on this list have repeatedly proven their competence and reliability. The black list is the opposite; it is a list of organizations that the GRHH Co. refuses to do business with and advises its subsidiaries and other business to avoid. Organizations on this list have either attacked or raided the GRHH Co.’s assets, betrayed a contract given to them by the GRHH Co., have threatened the GRHH or its government, or taken some action that the GRHH Co. greatly dislikes. Due to the GRHH Co.’s economic clout, ending up on this list can essentially bar them from operating in the GRHH.

Fascinating information. Perhaps employing those awful raiders as mercenaries against the terrible creatures that come at night would keep them away from the settlements of the east!
