New Minverva Revitalization Act
Greater Minervan Parliament, Mercury Isle, 508AI


I: Preamble

It is no secret to the courts of Minerva that it has been a long time since the Kingdom was growing with strength and stability. At it’s zenith, the higher members of the court, including the Regent himself, were caught having been involved with acts of local corruption, currency printing, and more, which brought about great inflation, unstable housing markets, crime, and impoverishment. This led to a great correction in markets, a strain on international relations, and eventually the emboldened corrupt elite from Ikwe took control of parts of New Minerva. Having spent several decades in New Minerva, the government and intelligencia felt the “New Minervan” project was potentially a failure, and that they needed to flee to the old world to rebuild the nation’s identity and economy.

Since those days, the government of Greater Minerva has been solely based out of Old Hermertia, headquartered here in Mercury Isle, with a focus on rejuvenation, and rebuilding what was lost. The New Hermertian lands, then called the Petty Kingdom of Greater Minerva, were nominally under control of chiefs with limited contact with the faraway government. Minerva remained connected to its allies east of Ikwe, which was a bulwark of stability in the unstable lands, but a reunion was high in the hearts of the various lands.

I was a young Regent when our nation sought the timing right to restablish a link to the broken Petty Kingdom, and the wealthy elite nations to the east of Minerva’s colonies there. I was welcomed, educated, and honoured to be able to establish diplomatic ties. Following this, I returned to the Old World with the great tidings. Since then, maritime travel has exploded in the east. Such technological accomplishments have reached excited ears in the Old World.

The focus has since been on rebuilding. Greater Minerva is, upon the passing of this Act, now officially reconnected between the Old and New lands. In order to affect great progress, a series of reforms need to be passed. This is the purpose of this Act, and is the Mandate of the Kingdom.

II: The United Kingdom of Greater Minerva

The New World experiment led to the Minervan intelligencia to form a Petty Kingdom controlled by the home monarchy in Gnosis. The official seat of the Kingdom remained in the Old World, while the nominal and administrative capital of the lesser Petty Kingdom of Greater Minerva sat in Ikwe. With Ikwe lost, all control of the Petty Kingdom was splintered. Having rebuilt those connections in the past generation, and having an appreciation for the importance of the New World, the Kingdom of Minerva is ready to unite its crowns into a single Kingdom. From this day forward, the Kingdom of Greater Minerva and the Petty Kingdom of Greater Minerva are to be recognized as the United Kingdom of Greater Minerva.

II. Seat of the Union

The official seat of the Union will remain in Mercury Isle only as long as it takes to establish a new capital city in one of two designated locations, both in the important New World. This will be one of the key priorities of the United Kingdom of Greater Minerva.

III. Re-establish control of Ikwe

Another great priority of the Kingdom will be the ridding of the Anishabekian lands of their scourge. An alliance of Kings, Dukes, Counts and warriors will be fielded, as has been planned for many years, and an assault will take place to bring law to the capital of lawlessness.

IV. The Ascension of a Viceroy and Count

Despite few official comments being sent to the recipient of this honour, it should be noted nonetheless and with great happiness that a long-term ally in the east has been working closely to establish law and order, and to scout the bandits from afar. Regardless of the outcome of our siege, let it be known our close ally will be recognized on the battlefield as the noble his line has always been, and will be appointed, if he chooses to accept, Viceroy of a Duchy.

V. The Viceregal System

Another primary focus of modernization will be a focus on the key core provinces. An inward policy for development rather than a sparse expansion will provide greater and stable economic growth. With that said, Minerva would like to announce the establishment of the Viceregal System.

Hereby, holders of the Crown of the United Kingdom of Greater Minerva are able to establish viceroys as temporary holders of the various duchies of the Kingdom. Upon the death of said viceroys, the ducal title returns to the Regent, holder of the Crown of the United Kingdom. The viceroys, and the Regent him/herself, has as a strict duty, the establishment of a domestic house, which will replace the viceroys and Regent holding the official titles.

Therefore, the Kingdom will actively welcome settlers to these viceregal lands, as they will be expedited towards ducal noble status, and in some cases independence.

VI. The Duchies of Greater Minerva

Petty Duchy of New Thoth: Capital, under construction

Petty Duchy of Trismegistus: Capital, to be constructed

Current Title Holder: Viceroy being established. Nominally under the control of The Regent

Petty Duchy of Hermaon: Capital, to be constructed

VII. The Maritime Modernization

Incompliance with modern Maritime laws, Greater Minerva will embark on an extensive period of growth focused on infrastructure, with consultation and engagement from the broader New World community. Within this mandate, Greater Minerva will also rebuild distinct connections between the old and new world, and normalize the travel across both lands.

VIII. The Fortudan Claims

The Fortuda area has been a fortified bastion of Minervan and Khabranthian trade, exchange and growth. A powerful fort built in the far north generations ago, was a collaborative effort to establish civilization in the unknown. It also aligned with Minerva’s efforts in those early days of the Petty Kingdom to build a connection to the Khabranthian Sea. The settlements have long bordered Minerva, although the bulk of the population lives on the Khabranthian side. Nonetheless, the majority of the construction of the lands was Minervan, and so are their settlers. While the local tongue is something of a pidgin language between Mercurian and Khabranth tongues, the region is strongly competent in our Imperial Lingua Franca. The lands are rich, fertile, and well protected and serviced. Evidence of Minervan settlers and settlement are irrefutable, as I was able to confirm alongside our great ally Mark, during a collective journey across it.

As such, Minerva would like to make its claim public and known, and the recognition of Minerva’s claims to the international community, is a high priority.

IX. The Land Trade Agreement

The United Kingdom of Greater Minerva would like to ask for an honest response from the Empire. The Kingdom would like to press for its Fortudan Claims, as well as showcase its commitment to downsizing and focusing on core lands. And to do so, the Kingdom would like to plan for the gradual “relinquishment” of the hinterlands of Minerva.

The Territories of Cadusius and New Solomonia have long been traveled, explored, and temporary settled by Minervans, and was long recognized by the international community. However, this land has served primarily as a summering land for resources. As such, Minerva would like to offer a trade. Fortdudan Khabranth to Minerva in return for New Solomonia and Cadusius to be up for settlement by the international community. We offer to steward and protect those lands, but should a settler find interest and prove themselves, they will be expedited to international independence. The Kingdom of Minerva will work closely with the international community to ensure any Viceroys of these two settlements comply with international standards for independence.

Above is an example map showcasing some of the official mandates/policies of the Kingdom. The white bordered area in the top is a claimed area and the Kingdom would like to begin formal discussions about a land trade. The uncolored areas of Nova Solomonia and Cadusius, would in effect, if the community agrees, be deliberately although gradually converted into independent (non-Minervan) lands. Minerva is also formally willing to relinquish control of the swamp lands in South-West Anishabek, another effort to showcase our commitment to focusing on our core development, and to the international community interest in broadening settlement around the Empire. This is a significant decrease in formal Minervan land, but it would be, if this proposal is well received, gradual. New settlers would need to prove themselves as viceroys before I would relinquish them to the international community.
