- 3 ships of 35m or longer, or 4 ships of 20-34m,
- Safe nether lines to the area ( including that bit at the Cyan Line split off to laborate)
- 2 or more international builds in your area
- Evidence of trade/industry in whatever capacity you wish
- Residential buildings of suitable number.

That's all you need to fill, then make an application like the rest in the Ministry for Civil Engineers and Surveyors and follow the same format as the previous ones, then I'll approve it if it's good and then the Kings vote on it!

In regards to the safe nether lines, if I have footing, a ceiling, and guard rails is that considered safe? I haven't quite gotten around to beautifying it yet.

It's generally considered sidereal safe if it's tubed completely, so stray ghosts and blazes can't fire in
