I agree with Arjen. These players will have been around for a month, if not more before going independent, so it's not unreasonable to assume they may discover this on their own. If they don't, we can always explain the option to them (we have a minister of applications and settlement).

I also think it's fine if people feel somewhat discouraged from moving onto these lands, as they have been previously claimed by another person and it remains preferable, even if we allow the option of annexation, that they settle in territory that has yet to be claimed.

That's really been my concern at least, and if we've got something that makes it official, clear, and encouraged somewhat.. well that's freaking awesome. It's progress!

I think what we've settled on is great, would have loved to discuss this more but I can't be around for discussions more (till next week) awesome job guys!
