I am beginning to draft out a layout of the laws contained within, as best I can remember. I have so far:

Definitions:
The noble ranks
The promotion to a new rank
The application of newcomers to Hermertia

Legislative Powers:
The introduction of bills by the Council of the Crowned
The introduction of bills by the House of Dukes
The passing of a bill into law

Judicial:
Mobility Laws (right to free movement and no restrictions on portals)
Stealing and Cheating
Griefing and Terrorism
Requests for investigation and prosecution
The rights of the accused
The Rights of the prisoner

War:
Lawful process for declaring war
Definition of war (military targets, etc)
Unlawful declarations of war
Period of time where, if no activity, the war ends
Process of ending a war

Can everyone share their thoughts on this? What have I forgotten? Also, on the off chance anyone has a copy of the Constitution, it goes without saying that it would be much appreciated.

I might have a crack at some wording later on for some sections?

Also, was the title of the legislation called the Indoles Carta instead of the Magna Carta?

This is some of the first language I've drafted, which I submit for community review. Would everyone share your thoughts? Anything else the Mobility laws should include?

Mobility Laws:

Every resident of Hermertia has the right to enter, remain in, and leave Hermertia and its nether. They have the right to move freely in any and all regions of Hermertia and may not be restricted from entering, remaining in, or leaving any region.
a) The Nether: The Hermertian nether is classified as international territory and may not be claimed as property or held accountable to the laws of a political entity. Structures built in the nether are treated as international property; any and all may build, but their work is public.
b) Nether Portals: Nether portals are defined as international property and may not be closed, broken, trapped, or otherwise rendered unusable or unsafe for use. Every resident of Hermertia has the right to unrestricted use of Nether Portals at all times.

well as to the nether portals, i think the owner of the other side should be able to remove them if they so choose, like if they no longer want a settlement connected via nether, or wheter it was just a temporary portal. otherwise if someone goes through there will be a random portal smack in the middle of a thing

I would agree with Vorstead on this one. It would be enough to say they have unrestricted use of it I think.

Fair enough; I was going from an earlier ruling I remember where a realm was not allowed to close off its nether portals to isolate itself. But this makes sense.

Yea I would say go with that for sure. If they don't want to be part of the network then they are limiting themselves from the community and its resources. That will effect them in a lot of ways in the future (I.e. progression and such).

I would say, in general, if a person chooses to remove themselves from the nether network, that is their prerogative. However, I believe that there should be certain times when removing themselves from the nether network would be a breach of the mobility law. For example, during wartime. Warring individuals should be banned from removing their nether portals, as well as setting up traps around them (which I believe that we at one point deemed a warcrime). Nether portals are essential methods of transportation that allow for a fair, and slightly more brief, fight. Also, if the nether portal is in a highly populated area that many people use, such as the Golden Cresent in the past. I think that it should be a breach of mobility laws to remove such a portal.

Good job with this. These are some recommended revisions (in blue) intended to:
-Emphasize safety in the first clause
-Allow people to restrict access to invaders in times of war (note this does not include nether portals)
-Note that the nether is governed by international law
