With many ships already on the sea near Vulca Yuick pledges his support to a peaceful negotiation. Having worked with these Vulca before he knows that they can be reasoned with and would not take kindly to a war happening on his borders. Should Ostlaed continue to blockade Kaines ships things may escalate as a few harbours along the northern shore continually need new resources to continue their expansion. Kaine will also be observing this conflict and if needed may step in to stop any side from taking things too far. |

I must again reiterate that Casadia does NOT support the actions of the Vulcites. Our concern is with the potential for civilian casualties. The attitude of Laghima is troubling, as it seems they wish to exterminate the Vulcite population entirely. It seems an entire people are being slaughtered for the actions of rulers they did not choose. Casadia requests of Östlaed that unarmed Cassdian observers be allowed to join the Östron garrison at the fort near Vulca. It seems Laghima has no desire for Casadian observers, but seems to accept Östlaed's. A curious quirk, but as proposed initially, I believe our observers can and should work together to ensure that there are limited civilian casualties. |

Laghima asks that any international intervention or observation is postponed until further notice. The main military campaign in the western Duchy of Vulca is over, and our military has been cleaning up the last remaining fools who pose resistance. By the time any observers arrive in Laghima, all they will see is our glorious military departing the filthy shores of Vulca. There is no one to save anymore. Darius II has succeeded. |

Östlaed is now withdrawing a portion of their fleets, but leaving military escorts for existing trading fleets. In our monitoring, we've seen much violence, death, and suffering. Unfortunately, it seems we were too late to prevent any major bloodshed. We are also withdrawing our garrison, as it appears the remnants of the Vulcites are fleeing to the west. An unfortunate situation has occurred here. As a result of this catastrophe, Östlaed will be sending an official delegation to demand to speak with Darius II at once to discuss future relations between the two nations. The delegation should arrive sometime next year. |

The GRHH requests the assistance and assent of the Grand Duchy of Kaine to send an expedition through their lands and into the wilderness west of Laghima in the hopes of finding surviving Vulcites and helping them relocate to safety. |

Kaine has already begun doing this Chairman, and will relocate some of these elves to Kaine and the GRHH if possible. |

Östlaed's Final Report: It appears only the military and noble classes were targeted from the evidence we have gathered. Most civilians were unhurt, but obviously still impacted by the war. |

If destroying an enemy army formed out of loyalists to a criminal will not be tolerated, then I wonder what is tolerated in your ideal Empire. Now that our military is no longer defending our nation from terrorists, perhaps it can defend Laghima from these empty threats? |
