To all of the Empire,

I, King Scrios III of Perth, descendant of Scrios II and Brother of Valyria formally offer Felandris of Innean the rightful title of Count. Felandris has been Count quality for a while so I wanted to be sure he was acknowledged as such. This title provides him with all the rights and privileges that are part of it as so long as he is part of Perth or the Council of the Crowned. He now also has the right to his land and this shall remain that way as so long he is a citizen of Perth.

I congratulate Felandris on his new title! It is well deserved!

As a close personal friend to both Felandris and King Scrios, I am incredibly happy and excited at this announcement.

It has been a long time coming and no one deserves it more than you. Your work in Perth and as a newcomer to the community and the Empire has been highly commended. Other serfs should look to your rise to the status of a Landed Noble as inspiration.

If anyone is keen to visit Felandris' lands, please contact any of the Perthians. It is extremely worth the time and the visit.
